Messages marked as spam - Actions?

I chose the option of dovecot, sieve using the plugin to move messages
marked as spam into the spam folder. 

There are still messages that is marked as "Unsure" I think those can
stay in the inbox and the user determines is spam, then report it to
pass it to bogofilter.
