Bill,
You are correct. Bogofilter checks for the system config file
in /etc/bogofilter.cf and then the user config file in
~/.bogofilter.cf, a.k.a. $HOME/.bogofilter.cf. Directory
$HOME/.bogofilter/ is the default location for the wordlist.
