I have my users forward their spams as attachments using the following
program:
http://www.orderamidchaos.com/bogofilter/bfproxy

This allows for POP3, so you don't have to store hundreds of megs of
mail on the server.

I would do one per user for accuracy.  If you're supporting hundreds of
users, space may become an issue though.
