Sam,

No.  I was just guessing at what might be wrong.  /usr/local/include should 
be fine.  The configure process on Linux needs to find db.h (somewhere in 
the INCLUDE_PATH) and I assume it's much the same on FreeBSD.  Have you 
looked at config.log to learn more about what's actually failing?
