Re casefolding and html tags

I'm having a coceptual problem. Why would casefolding cause better 
true positive and less false positive results?

I would think a far better rule would be:
   if any character is followed by <! 
   ignore everything until next >
   treat the character before <! and after > as being in the 
same word.
