Upgrading from 0.11.1.4 to 0.13.0

That's been committed in the meanwhile. I had asked Kris Kennaway if the
0.13.2.1 change could go in the freeze nonwithstanding, but I was told
"it will have to wait.". At that moment, I stopped sending PRs, and,
because David had told me he wanted to promote a 0.13.X version to
"stable" before the week-end, I hadn't send further PRs. However, I have
filed a 0.13.6 update as PR, and hope to have that one merged soon. I
also sent the shar of the port to this list, so if you're holding your
breath, you can have it /now/. :-)
