mime processing is enabled by default in 0.10.0.  It does seem that 
unbase64.pl is obsolete.  Should we delete it know, or wait for 0.10.x-stable?

FYI, killing html comments didn't make 0.10.0.  I'm inclined to include it 
in 0.10.1 with the expectation that the stable version will be 0.10.2 (or 
higher).
