Bogofilter - 0.15.13 - New Stable Release

Greetings,

Bogofilter-0.15.13 has been promoted from "current" status to "stable"
status.  Info is the same as when 0.15.13 is release, but I've included
it below, anyhow.

It is available on SourceForge.  The download URL is
