Looks like a pollution and defeats the purpose: if the toolchain isn't
up to the task, abort the build.

I see FreeBSD passes

CONFIGURE_ARGS= --enable-default-catalog=${PREFIX}/share/sgml/catalog \
                --datadir=${PREFIX}/share/sgml/openjade

So if you rebuilt your OpenSP with a corresponding modification to the
.spec file might get your problem solved.

Apparently, Mandrake aren't doing that by default, but they should,
they're a distributor after all. Could you file a request for
enhancement with Mandrake?
