You may be onto something.  Attached is strace output in strace.out. 
"catalog" is one of the ENOENT items.  I do have /etc/xml/catalog and
when I copy it to doc/, strace finds it, then tries to open PUBLIC
(which doesn't exist) and  then generates the same set of messages as
before.

For good measure, I've included directory listings for /usr/share/sgml
and /usr/share/sgml/openjade-xxx (in file usr.share.sgml) and a list of
rpms with dtd|sgml|xml|html in their names.

It does and there's nothing obvious.  docbook-dtd41-sgml is the closest
match to your suggestions, but doesn't help any.
