sf bug tracker?

so who has access to update/administrate the sf bug tracker?
at least half of the bugs in there have been fixed and should be closed.
also, it seems like it would be helpful if it was possible
to send new bug reports that get filed to the bogofilter-dev mailing
list.  does anyone know if this is possible?
