automake 1.7 [was: cvs-bootstrap.sh]

Automake-1.7 does fine for this project.  I switched to it after noticing 
what automake-1.6.3 did with the "clean" rule for lexer.l.  It was 
something peculiar like:

         [ -f "lexer.clexer.c'} && rm -f lexer.c lexer.c

Automake-1.7 gets this right.
