Rather than a code freeze where people cannot update, may I recommend branching instead?

A branch, rather than simple tagging, allows updates to the branch (minor bugfixes, etc)
which can then be merged back into the main branch.

Such a policy would allow new code to go into even while we're preparing for a release.
