An interesting question Charles!

http://sourceforge.net/project/showfiles.php?group_id=62265 indicates
that there have been several hundred downloads of 1.1.0 from
SourceForge though it doesn't indicate _which_ mirrors were involved.

You should also be able to download from bogofilter.org, i.e
ftp://ftp.bogofilter.org/pub/outgoing/
