replace-nonascii-characters stopped working?

Then again...the configuration file says:

    replace non-7bit chars with '?'

...which isn't done in this case, right? I suppose doing otherwise would
harm those who use the flag to stop asian spam but who get legitimate
mail with one of the good content types.
