warning about missing user config file in 0.17.3

I noticed that 0.17.3 behaves differently from previous versions when 
there's no user config file (in my case, ~/.bogofilter/config). Before, 
bogofilter was silent when a user's config file didn't exist, and now it 
issues the following warning:

 Cannot open /home/uckelman/.bogofilter/config: No such file or directory

It's not uncommon for users to lack a config files if they like the global 
defaults. Was this change intentional?
