Bogofilter-0.17.3 - new current version

Greetings,

Bogofilter-0.17.3, a.k.a. "Code Clean-up Release - Phase 2", has been
released.  This release has minor bug fixes and the usual documentation
changes and code refactoring.

File RELEASE.NOTES-0.17 has details of the changes.  If you haven't read
it already, do so!  If you determine at some future date that you need
the removed code, you'll have to download 0.16.4
