no To: header in emails

Ah.. I see, in fact the recent thread "Spam / ham registration issue" on
this list had missing To: fields also but there were CC: fields.
The particular spam I just got was missing a To: and CC: fields completely.
Would you think it would be safe to /dev/null those emails?
