I think it counts the number of lines, then only engages DROPPRIVS for those
falling after the exact middle of the file. I'm not sure if comments count or
not.

I certainly can't think of anything else more reasonable it might mean, can
you?

I *SUPPOSE* it might mean that anything AFTER the DROPPRIVS statement.
