Unfortunately, SleepyCat don't provide manual pages, just HTML
documents. Try, for instance, "locate db_archive.html" and if you find
it, point your browser there. 

On SuSE, thiy would result in, for instance,
file:///usr/share/doc/packages/db/utility/db_archive.html

These may be in a separate package (depending on your OS distribution);
current versions (for DB 4.3) are at
http://www.sleepycat.com/docs/utility/index.html
