Because most people use Outlook Express or AOL or some other email
client that makes it very easy (or even defaults) to send HTML-only
email.  Unless you want to ignore emails from these people, you have to
accept HTML email.

The real question is why do these email clients accept invalid HTML in
emails?  They should be much more strict.  Then spammers couldn't get
away with these stupid tricks without it screwing up their message.
