This might be off-topic on this list but in the above
procmail recipe, you probably want to anchor your regex:

* RECIPIENT ?? ^^(list|of|users|who|opted|out)^^

Otherwise, if smith opts out, them smithj and nesmith
will implicitly be opted out, too.
