No milter, although I have been intrigued by it on occasion, but a
procmail solution.

I just recently had this conversation in a thread titled 'using
systemwide Bogofilter AND user Bogofilter together', and while that
was talking about a combo of user/system setups it is simplifiable to
just a system setup.

"Forcing" the /etc/procmailrc is just a question of making procmail
your LDA.  This can cause some complications with particular mail
store solutions (Cyrus comes to mind), but they are probally
overcomable.
