tuning.sh target clarification

With 3 runs, the fpos value should be 1/3 of the target, so with a
target of 24, fpos=8 is what you should be seeing.  With a target of 6,
you'd expect fpos=2.  If the cutoffs with target 6 are all up in the
0.99999 range, try 12 or 15.
