The problem is that people don't like the repeated overhead for each
message.  A long time ago, ESR added autodaemon support to bogofilter;
bogofilter would fork itself as a daemon, and successive invocations
would access the database through the daemon proxy.  As I recall, this
was error-prone at best, and made bogofilter completely unusable on SMP
machines.

A working implementation of the autodaemonization or a bona fide daemon
(as employed by spamassassin) could vanquish the wasted startup time.

Of course, formail -s bogofilter doesn't bother me.
