version 1.0 plan

Greetigns,

Bogofilter presently has a lot of code for backward compatibility.  It
should be removed prior to 1.0.  

The current plan is:

1. promote 0.15.11 to stable (if warranted)
2. release 0.16.0 with the compatibility code being deprecated.
3. promote 0.16.x to stable
4. release 0.17.0 with compatibility code removed
5. promote 0.17.x to stable
6. release 1.0

Since the 0.15 series is very solid, #1 and #2 may well happen this
coming weekend.  If 0.15.11 needs fixes, then 0.15.12 will appear and
the 5 to 7 day "are fixes needed?" timer will restart for step #1.
