What's the state of the release?

AFAIK, there have been no complaints of 0.7.5 being broken or having 
regressed.  The only change to the 0.7.5 tree has been the header file 
change made by Matthias to support HP-UX.  If I were to add anything, it'd 
be the cleanup I did for including in delievered the details of spamicity 
calculations (when using -v with -p).

Other than the small changes, I think all we need is: (1) an update to NEWS 
(possibly based on the list of features/changes I sent you last weekend); 
and (2) a release announcement.
