Bogoutil Problem

My fault. When I added enforcement of lock-before-use, I forgot to add it
to bogoutil, which previously did not lock the database.

I have now committed a version of bogoutil which now locks databases, and can, therefore,
be run alongside bogofilter with no fear of collisions.
