bf_resize issues

Clint, I am not sure if making this outside DB_CONFIG is practical, but
we agree this would move into the main code some day. Perhaps "on
demand" if some database write complains about out of locks, perhaps
checking on every open of the wordlists - I haven't yet researched if we
get sufficient information (database page count or at least size for the
most part) from a "fast stat" or if it's more expensive than that. Next
week perhaps if I'll find the time.
