Yes there is, the RPM %pre script. Running recovery with the old version
is an absolute requirement, and bogofilter is certainly not the only
package with such demands. PostgreSQL comes to mind, and most other *SQL
or *DB will have similar requirements.

Perhaps save a statically linked old db_recover or bogoutil version
before installing.

If that's all inacceptable, don't package.
