When I downgraded, I wiped out all of the wordlists and regenerated from
scratch, so no danger there.  I got David's message.

The README.db was very helpful.  Doubling the number of locks allowed the
wordlist building to complete, and when I calculated the number of locks I
should have based on that doc, that turned out to be a decent value for the
size of word list I have.

I agree, it could at least say, read the README.db!  Or, since that appears to
be a new file in this release, why not mention it in the NEWS.Debian item that
talks about this change?
