new -QQ and empty strings

Hi Stefan,

The goal of -QQ is to show the sysadmin the current settings.  It
doesn't generate a usable config file.  For example -QQ displays all the
following:

   unregister-nonspam = No
   unregister-spam    = No
   register-ham       = No
   register-spam      = No
   update-as-scored   = No

even though they can't all be used together.

That being said, it could easily be changed to display '' (two
apostrophes) for a blank string.
