Yes, I'm suggesting to create one.  Do something like send a SIGUSR1 to the
PID in the lock file.  Upon receiving it, the bogofilter process should do
something to signal it is still alive and running, such as touching the lock
file.  If it doesn't do so within a specified period of time, run recovery.
