Both the man page and the online help for bogoutil now include a
statement that the date is in format YYYYMMDD.

Bogoutil now checks the date.  If the date is less than 19990000, 
bogoutil now says "Date format for '-y' option is YYYYMMDD"

Thank you for your high quality bug report.  It's always useful to have
output showing the problem and how to repeat it.  The fixes are now in
CVS and will be in the next release.
