NEWS vs CHANGES

Matthias,

Right now we have a NEWS file and a CHANGES-0.10.0 file.  I'm thinking 
forward to the beta and how/what to name the files.

As we move forward with 0.10.1, 0.10.2, ..., 0.11.0, etc it seems like we 
could end up with a plethora of CHANGES-x.y.z files.  I suggest that we use 
CHANGES-0.10 for versions 0.10.* and have one larger file, rather than many 
smaller files.

For the NEWS file, I'm thinking we want one section for all of 0.10.*.

And your thoughts, kind sir, are ... ??
