bogofilter web page is broken

Someone else fixed that already.
I went over the two .html files and fixed anything I can find. Both
documents now validate cleanly as HTML 4.01 Transitional in nsgmls and
validator.w3c.org. I also used weblint to check the FAQ and nested the
section titles in the <a name> tags. If any browser has difficulties
with these pages, it's probably because the browser does not talk HTML
4.01 Transitional.
