Bogofilter version 0.11.1.6 has been released on SourceForge.  It allows 
html comment processing to use a strict definition, or a loose definition, 
of what constitutes a comment.  Default mode is to use the loose definition 
because that's what spammers seem to favor.  See below for more detail.
