I should have said "The test 'EXITCODE=75' is testing for a temporary 
failure so that procmail will run bogofilter again at a later time.  The 
value '75' is return code EX_TEMPFAIL as defined in /usr/lib/sysexits.h".

If bogofilter fails (for whatever reason), it can be useful to have 
procmail retry.  Early this year, I had several occasions when some weird 
BerkeleyDB condition caused bogofilter to bomb, making a retry 
useful.  Without the retry code, the messages were delivered without 
X-Bogosity lines.  I noticed the problem when obvious spam went into a user 
folder rather than the bogofilter-spam folder.
