patch for reading config files

I applied the patch and it apparently solved the problem.

Bogofilter now reads the user config if no /etc/bogofilter.cf is
present. If there's a non default user config (eg. ~/.bogofilter/config)
specified in /etc/bogofilter.cf it works now without a problem, too.
